A television receives TV channels from the aerial mounted onto of the roof on your house or building, they channels are received by invisible radio waves created by transmitting towers, that we can't see. A CB radio also uses radio waves to transmit voice, from one place to another, this can cause interference if you are listening to the radio or watching TV, when somebody is using their CB radio. This can cause problems, as you can't watch your TV because the picture crashes and you can't listen to your radio because somebody voice is heard through the speaker inside the radio.
Solutions on how to reduce CB radio TV interference:
1)Look out of your window, do you see a 6 foot steel pole with a CB antenna attached to it that is mounted on the side of the wall or chimney on a house nearby? If you do, somebody nearby is causing interference and that is likely because they are using a linear amp, know also a burner or kicker amplifier. This device creates a larger output power, sometimes it creates too much power, power that can interfere with TVs and radios because they receive radio waves. So speak to him and tell him reduce the dead output his rig is putting out and hopefully inference from his CB radio will stop getting through your TV or radio.
2)Tell the CB owner to place his CB antenna above your TV roof aerial because if it is placed higher than the TV aerial, the waves can't disturb the radio waves received from the TV aerial.
3)Use a high pass filter for your TV, this will filter interference the interference from CB radios operating around the area you live because CB radios waves.
